I just asked my 9 year old who has both of the systems. He said definitely the Nintendo DS because you can play DS games, Gameboy games and Gameboy Advance games. There are also two screens and have a Stylus (one of those plastic pencil things) that he uses on some games. This helps with his fine motor skills.

If there is another DS nearby and they sync up, my son can communicate by writing on the screen with the Stylus and they can send messages to each other...kind of like creating their own PECS.

Hope this helps.
References :
http://www.valleysnafu.com

I have heard that the psp is difficult. Another suggestion is what we did for our 7 y.o. ASD son is bought a used game boy advance. The graphics aren't nearly as good, but we wanted something where we weren't investing so much into it. The used non folding ones you can get for 25 dollars. Also the used games for these are very inexpensive and there are lots for under 10 dollars.
